Darrell Jeter has served as director of Emergency Management and Planning since joining UNC-Chapel Hill in October 2017. In this role, he provides general oversight of the University’s emergency management program to include the Alert Carolina emergency notification system. During campus emergencies, Darrell serves as the Emergency Operations Center manager with primary responsibility for coordinating response and recovery activity. Darrell began his career in emergency management in 2004, most of which has been with UNC System schools. As a lifelong resident of North Carolina and an undergraduate and graduate degree recipient of UNC System schools, Darrell values the opportunity to engage with cross-functional campus and local partners to ensure the University can effectively respond to and recovery from disasters.
Justin Miller
Emergency Management Coordinator

Justin Miller’s role as Emergency Management Coordinator helps to ensure the Carolina community is ready for emergencies. His key responsibilities include campus preparedness, emergency action planning and major event coordination. This involves overseeing initiatives such as Carolina Ready, safety app, building emergency action plans, preparedness training and incident management technology. When he is not serving the Carolina community, Justin serves his local community as a volunteer firefighter. Justin joined the office of Emergency Management and Planning in 2019, bringing his unique combination of expertise and an unwavering passion for prioritizing the safety and well-being of others.
Michael Lindia
Emergency Management Planner

As the Emergency Management Planner, Michael Lindia is charged with maintaining the University’s Emergency Operations Plan and its many supporting documents, incident after-action reporting and improvement planning, and EOP and incident management-related training and exercise. He also provides support for the Emergency Operations Center, major event coordination, hazard mitigation and recovery planning and other emergency management program elements. Michael’s previous experience as a 911 telecommunicator provides valuable insights and a unique perspective that significantly influences and enhances his approach to emergency management.
Crystal Donaldson
Continuity and Resiliency Planner

Crystal Donaldson serves as the Continuity and Resiliency Planner for the University, demonstrating expertise in hazard mitigation, mission continuity, continuity of administration and recovery strategies. With a distinguished background in campus safety and emergency management within the UNC system spanning over a decade, Crystal joined UNC-Chapel Hill in 2022, bringing a wealth of experience and knowledge to her position. Crystal leverages her passion for travel and cultural immersion to enhance her understanding of disaster response and preparedness strategies across different regions and communities.

Claire Paluszak serves as the office of Emergency Management and Planning’s administrative support specialist, utilizing her exceptional organizational skills and attention to detail to ensure smooth operations within the department. She acts as the primary contact for the Emergency Operations Center and the office’s training materials in Carolina Talent. A proud alumna of UNC-Chapel Hill, class of 2019, Claire joined the Emergency Management and Planning team in 2022.
